Fact check: Trump falsely claims his highly unpopular big bill is the ‘single most popular bill ever signed’

President Donald Trump declared on Friday that his newly signed domestic legislation—the One Big Beautiful Bill Act—was “the most popular bill ever signed in the history of our country.” He doubled down moments later, calling it “the single most popular bill ever signed.”

The claim stands in stark contrast to reality.

In truth, the sweeping tax and spending package is deeply unpopular with the American public, according to multiple national polls conducted throughout June. Far from historic approval, the bill has earned some of the worst public reaction of any major legislation in decades.

What the Polls Actually Show

  • Fox News poll (mid-June): 59% of registered voters opposed the bill, while only 38% supported it.
  • Quinnipiac University poll (late June): 55% opposed, just 29% in favor.
  • Pew Research Center poll (early June): 49% opposed, 29% supported, with 21% unsure.

Analyzing a collection of recent surveys, CNN chief data analyst Harry Enten noted earlier this week:

“You just never see numbers this poor… I can’t find another piece of legislation this unpopular that was on the verge of passage.”

A report from George Washington University political science professor Chris Warshaw described the legislation as “more unpopular than any major bill passed since at least 1990.” Data journalist G. Elliott Morris wrote in a Friday analysis that the bill’s average support across polls is 31%, with 54% opposed—a net disapproval of -23 points.

“That’s absolutely abysmal,” Morris said.

There’s a chance the White House is referencing private polling not available to the public, but no such data was presented by Trump when he made the claim. It’s also true that legislation can grow more popular after implementation—as seen with the Affordable Care Act—but as of now, public sentiment is firmly against the bill.

Other Misleading Claims from the President

In the same speech, President Trump made additional assertions that don’t align with the facts:

  • On Social Security Taxes:
    Trump claimed, “we’ve delivered … no tax on Social Security for our great seniors.”
    In reality, the new law offers a temporary tax deduction—$6,000 per person age 65 and older from 2025 through 2028. The deduction phases out for higher earners, and it doesn’t apply to seniors under 65. The White House estimates 88% of seniors will pay no tax on Social Security benefits under the new rules, up from 64% today. But that still leaves millions who will continue to be taxed—making the president’s blanket statement inaccurate.
  • On Immigration Numbers:
    Trump again claimed that President Joe Biden “let in 21 million” migrants. That number is inflated.
    During Biden’s term through December 2024, government data shows under 11 million migrant encounters, many involving repeat crossings or rapid removals. Even adding in roughly 2.2 million estimated “gotaways” (according to House GOP estimates), the total falls well short of 21 million.

Bottom Line:
Despite President Trump’s celebration of the One Big Beautiful Bill as the most beloved in U.S. history, polling suggests it may in fact be the most unpopular major legislation in recent memory. As with many of his most emphatic political claims, the president’s rhetoric far outpaces the reality.
