A mother accused of fleeing overseas after police asked about her missing 6-year-old son has been taken into custody, according to the FBI.
The child, Noel Alvarez, was last seen in October 2022. In April 2023, authorities announced that the search for him had shifted from a missing persons case to a death investigation.
His mother, Cindy Rodriguez-Singh, was arrested nearly three years after Noel was last seen, the FBI confirmed on Wednesday, Aug. 20.
The case began with a welfare check in March 2023 at a home in Everman, Texas. Police visited after relatives raised concerns about Noel and his six siblings, officials said.
Investigators allege Rodriguez-Singh misled them, claiming Noel was in Mexico with his biological father. Days later, she allegedly left for India with her husband, Arshdeep Singh, and six of her children, ranging in age from 5 months to 11 years. Noel was not on the flight, according to the FBI.
Authorities say Rodriguez-Singh, a mother of seven, had been abusive toward Noel. Witnesses claimed he was sometimes denied food because she refused to change his diapers.

The investigation found that Noel had not been seen since October 2022, around the time Rodriguez-Singh gave birth to twins. Witnesses reported that in one of his final sightings, Noel appeared “malnourished” and “unhealthy.”
After the twins were born, Rodriguez-Singh allegedly said Noel was “possessed” and could harm the newborns, investigators noted.
Her arrest comes just weeks after she was added to the FBI’s Ten Most Wanted Fugitives list. Authorities had offered a reward of up to $250,000 for information leading to her capture.
Rodriguez-Singh is now facing charges of Unlawful Flight to Avoid Prosecution and Capital Murder of a person under 10 years old, the FBI said.
