Boy, 13, Dies Just Weeks Before Birthday After Jet Ski Is Hit by 25-Foot Boat

A 13-year-old boy has died after a jet ski he was riding with another teen collided with a 25-foot boat on a river in North Carolina.

On Friday, Aug. 22, the young boy, later identified by his family as Jack O’Neal, was on a jet ski operated by a 14-year-old when the watercraft was struck by a boat on the Pamlico River in Beaufort County. O’Neal tragically died, while the teen driving the jet ski sustained minor injuries, according to NBC affiliate WITN, CBS affiliate WNCT, and ABC affiliate WCTI.

Following the crash, the boat operator, 69-year-old Oscar Woolard, called 911 for assistance. Authorities reported that drugs or alcohol were not factors in the incident.

A spokesperson for the North Carolina Wildlife Resources Commission confirmed to PEOPLE that an investigation is ongoing, though no additional details have been released.

O’Neal would have turned 14 in less than two weeks, according to his obituary.

In a heartfelt statement, his parents, Stuart and Allison O’Neal, along with his sister Riley, expressed gratitude for the support from the community and loved ones.

“Jack was truly one of a kind,” the family said. “While it is an immeasurable loss for us and all who knew him, we pray that his example in life as a caring, kind, and generous young man will inspire others to look for the best in people, offer a helping hand when you can, and hug your own families extra tight every chance you get.”

The middle schooler’s generosity was highlighted in his obituary. He had previously raised money for his school and rang the bell for the Salvation Army during the holiday season. O’Neal enjoyed playing golf and basketball and had recently taken up football.

“His kindness was effortless, his smile infectious, and his willingness to serve a true example for others to follow,” his obituary read. “In a world that often rushes by, Jack slowed down to notice and to care. He showed us what it means to love our neighbors and lead with grace.”

A community memorial service was scheduled for Wednesday, Aug. 27, followed by a funeral the next day. In lieu of flowers, the family has asked for donations to a leadership scholarship established in Jack’s honor.
