Federal agents were involved in the shooting of two people in Portland, Oregon, on Thursday, Jan. 8, according to local police.
The Portland Police Bureau (PPB) said officers responded at 2:18 p.m. local time after receiving reports that a man and a woman had sustained “apparent gunshot wounds.” Minutes later, at 2:24 p.m., the wounded man called for help. When officers arrived, they found both victims and applied a tourniquet while coordinating with emergency medical personnel, the PPB said.
Police said they confirmed federal agents had been involved in the shooting, and emphasized that local officers “were not involved in the incident.”
Both victims were transported to a hospital. Their conditions have not been released. ABC News reported that the FBI responded to the scene, citing sources.
After a City Council meeting, District 1 Councilor Jamie Dunphy said the two people who were wounded are husband and wife, according to The Register-Guard. CNN also cited a source saying the victims are husband and wife.
A spokesperson for the Department of Homeland Security said in a statement that agents identified themselves to the people in the vehicle, after which the driver “weaponized his vehicle” and tried to run over law enforcement. The spokesperson said an agent fired “defensive shots,” and that the driver then fled the scene with the passenger.
DHS also alleged the passenger was “a Venezuelan illegal alien affiliated with the transnational Tren de Aragua prostitution ring” and involved in a recent Portland shooting. That claim has not been independently corroborated.
An investigation is underway, Portland Police Chief Bob Day said, adding that authorities are still in the early stages of determining what happened.
PPB also reiterated that while the bureau is responsible for public safety and enforcing state laws, it “does not engage in immigration enforcement,” citing PPB Directive 810.10.
“We understand the heightened emotion and tension many are feeling in the wake of the shooting in Minneapolis, but I am asking the community to remain calm as we work to learn more,” Day said.
During a press conference, Day said he did not yet know the identities or medical conditions of the people who were shot, and that he has been communicating with the FBI, according to CNN.

The Portland shooting came a day after the death of Renee Nicole Good in Minneapolis, who was fatally shot by ICE officer Jonathan Ross, the Minnesota Star Tribune, Fox9 and The Intercept reported. Bystander videos captured the incident.
On Wednesday, Jan. 7, Good was seen reversing her Honda Pilot as ICE agents attempted to open her car door, then moving forward and to the right when an agent opened fire—first through the windshield and then twice through the open window—killing her.
Video shows the masked agent walking to the crash site where Good’s vehicle hit another car, then leaving the area in an SUV.
After Good’s death, large protests against ICE broke out across the Twin Cities on Wednesday and Thursday.
The Portland Police Bureau did not provide additional comment when contacted.
