Minneapolis Mayor Jacob Frey forcefully criticized Immigration and Customs Enforcement (ICE) after a fatal shooting involving an ICE agent on Wednesday, Jan. 7.
Renee Nicole Good, a 37-year-old U.S. citizen and mother of three, was shot and killed while in her car on Wednesday morning. Video of the incident — captured from multiple angles and shared online — has been reported by CNN and other outlets.
Speaking at a press conference later that day, Frey condemned ICE’s actions in Minneapolis and disputed the Department of Homeland Security’s (DHS) assertion that the agent acted in self-defense.
“They are already trying to spin this as an action of self defense, having seen the video for myself, I want to tell everybody directly, that is bulls—,” Frey said. “This was an agent recklessly using power that resulted in somebody getting killed.”

Frey also accused ICE of fueling fear and instability in the community. “They are ripping families apart, they’re sewing chaos on our streets and in this case quite literally killing people,” he said.
The mayor said he would push for a thorough investigation and accountability, and he delivered a blunt message to the agency: “To ICE, get the f— out of Minneapolis. We do not want you here,” Frey said. “Your stated reason for being in this city is to create some kind of safety and you are doing exactly the opposite. People are being hurt, families are being ripped apart.”
Turning to residents, Frey urged calm and unity, encouraging people to “respond right now with our best versions of self.”
“This is a moment where all of us in Minneapolis and beyond, we can rise to the occasion. We can show them who we are. We can show them the kind of courage, bravery, love and compassion that makes Minneapolis Minneapolis and makes America America,” he said.
He continued by contrasting his vision for the city with the federal enforcement presence, adding that Minneapolis should confront what he described as division with solidarity and justice. “We are better than a bunch of ICE agents being deployed to cities around the country and ripping apart the community. We are better than that,” he said, adding that the response should be grounded in “Constitutional justice.”

Minnesota Governor Tim Walz echoed a similar message in his own remarks, acknowledging public anger while urging restraint. “To Minnesotans I say this, I feel your anger. I’m angry. They want a show. We can’t give it to them. We cannot,” he said.
After the shooting, DHS released its version of events in a post on X, alleging that officers were conducting “targeted operations” when “rioters” blocked them and that one person “weaponized her vehicle,” attempting to run over officers — which DHS described as “an act of domestic terrorism.”
“An ICE officer, fearing for his life, the lives of his fellow law enforcement and the safety of the public, fired defensive shots,” DHS wrote. The department added that the person who was shot “is deceased” and that injured officers were expected to recover fully.
