Humphries, who represented the United States in bobsledding at the 2026 Milan Cortina Winter Olympics, credited the President’s executive actions for both her athletic environment and her personal path to motherhood.
A Recognition of Policy Impact
Humphries, a naturalized U.S. citizen originally from Canada, became emotional while addressing the crowd, specifically highlighting her 2.5-year journey through In Vitro Fertilization (IVF). She stated that her decision to honor the President was rooted in his administration’s stance on two primary issues: the protection of biological categories in sports and the expansion of reproductive healthcare access.
“I am presenting this to recognize the support and the impact you’ve had on women’s sports throughout the Olympic movement,” Humphries told the President. She specifically cited his efforts “standing up to keep biological women in women’s sports to keep the field of play safe and allow for fair competition.”
Humphries further noted that her ability to grow her family while competing at an elite level was bolstered by the administration’s recent legislative focus. “Furthermore, because your policies are creating greater access to IVF, so families like mine can continue to grow,” she added.

The Legislative Backdrop: Executive Orders 14201 and 14168

In February 2025, President Trump signed Executive Order 14201, titled “Keeping Men Out of Women’s Sports.” This order utilized the biological definitions established in Executive Order 14168 to restrict transgender women from competing on female sports teams. By July 2025, the U.S. Olympic and Paralympic Committee (USOPC) aligned its “Athlete Safety Policy” with these mandates, effectively banning transgender women from women’s categories to ensure what the committee termed a “fair and safe competition environment.”
Simultaneously, the President issued a February 2025 directive aimed at protecting IVF access. The order mandated policy recommendations to “aggressively reduce out-of-pocket and health plan costs” for fertility treatments, a move that has seen significant traction within the Department of Health and Human Services over the past year.

According to Team USA records, this marks the first time a sitting U.S. President has received the Order of Ikkos. The award is typically reserved for coaches, mentors, or family members.
