Two Michigan foster parents have been charged with multiple felonies after allegedly subjecting a 9-year-old boy in their care to prolonged abuse and neglect, leading to his death from untreated pneumonia. Authorities say the child was found bruised “from head to toe,” with “too many scars to count.”
Sherman Devaughn Jones, 46, and Sampaguita L. Jones, 41, were arrested and charged with felony murder, torture, and involuntary manslaughter in connection with the death of the young boy, identified only as Owen.
According to the Wayne County Prosecutor’s Office, emergency responders were called to the couple’s Detroit home on Sept. 19, 2024, after reports of an unresponsive child. Owen was rushed to a local hospital, where he was pronounced dead.
While the official cause of death was pneumonia, prosecutors say a deeper investigation revealed a disturbing history of abuse and neglect at the hands of his caregivers.
“Unimaginable Pain and Suffering”
At the couple’s arraignment on Thursday, Assistant Prosecuting Attorney Erin Wilmoth said the case involved “unimaginable pain and suffering.” She detailed long-term physical abuse that included severe malnourishment, untreated injuries, and extreme isolation.
“The medical evidence shows Owen had bruises, scratches, scars, and discoloration covering his entire body — from head to toe,” Wilmoth told the court. “There were too many scars to count. He had both healing and fresh fractures in his ribs, pelvis, arms, and other bones.”
Wilmoth also said that Owen appeared severely underweight, with a distended stomach, and had not been taken to doctors or allowed outside. “He was homeschooled, locked in his room, hidden from the world — all to prevent others from seeing the abuse,” she said.
Warning Signs Ignored
According to prosecutors, a family member noticed signs of abuse as early as June 2023 and alerted Child Protective Services (CPS). However, CPS allegedly failed to launch a full investigation at the time. Defense attorneys cited this lapse, arguing that the agency did not find sufficient cause for intervention, and emphasized that both defendants were employed and had no prior convictions.
Still, prosecutors contend the abuse was chronic and deliberate. Wilmoth said the child’s physical trauma weakened his immune system, making him vulnerable to infection. Despite developing worsening symptoms of pneumonia, Owen received no medical attention for weeks, leading to a fatal infection that caused his right lung to collapse.
“The medical examiner ruled the death a homicide due to the prolonged failure to treat his condition,” Wilmoth added.
Next Steps in Court
Both defendants were denied bond and ordered held in pretrial detention. They are scheduled to return to court for a probable cause hearing on July 3. Prosecutors say more medical evidence and witness testimony will be presented in the coming weeks.
“This is one of the most heartbreaking and horrific cases we’ve seen,” Wilmoth said. “Owen suffered greatly — and in silence.”
