Texas Democrats Reportedly Raising Funds to Resist GOP Redistricting Effort

Texas Democrats are reportedly preparing to raise millions of dollars in anticipation of fines and legal battles if they choose to flee the state to block a Republican-led redistricting push.

According to a report by The Texas Tribune, Democrats are considering leaving Texas to prevent the GOP from reaching a quorum in the Legislature — a move that could stall or derail the redrawing of congressional maps. The strategy would come with steep costs: lawmakers would face daily fines of $500 and the possibility of arrest under House rules.

While lawmakers are barred from using campaign funds to pay those fines, sources involved say outside donors are ready to fund the effort, which could require around $1 million per month to sustain. Organizers are reportedly crafting a legal and financial plan to support Democratic legislators during the standoff.

Rep. Jasmine Crockett noted that due to minimal restrictions on outside income, Democrats could accept private donations as supplemental income. “That might not even be necessary,” Crockett added. “The first step is to ensure we have legal teams ready to challenge these rules in court.”

Texas Attorney General Ken Paxton has responded aggressively, pledging to arrest any lawmakers who flee the state and offering his office’s help in “hunting down and compelling” their return.

Meanwhile, Democrats are using other tactics to push back against the GOP’s redistricting plans. The Democratic National Committee has launched a grassroots mobilization effort, deploying 30,000 organizers to contact persuadable Republican voters across Texas. The outreach is focused on key GOP-held districts where redistricting is already being debated in a special legislative session.

Governor Greg Abbott’s administration has defended the redistricting effort by citing constitutional concerns raised by the U.S. Department of Justice. The DOJ claims that four Democrat-held districts must be redrawn due to unconstitutional racial gerrymandering.

Democrats, however, argue that the redistricting effort is part of a broader campaign to entrench Republican power. “Republicans know that the only way they hold onto the majority is by rigging the system — but it won’t work,” said DNC Chair Ken Martin. “We will hold them accountable for votes that strip away health care and food access, and we’re organizing from the ground up.”

Democratic leaders nationwide are backing the Texas effort. California Governor Gavin Newsom, Senator Elissa Slotkin, and Rep. Alexandria Ocasio-Cortez have each voiced support and warned that Democrats in blue states may adopt similar hardball tactics in future redistricting battles.
