Two Men Plead Guilty in Death of Prospective Student Fatally Shot While Visiting Delaware State University

Two men have pleaded guilty to charges related to the fatal shooting of 18-year-old Camay Mitchell De Silva, a prospective student visiting Delaware State University in Dover in April 2024.

According to CBS News, De Silva had been staying with a friend on campus when she was struck by gunfire.

Authorities said officers initially responded to reports of an altercation at the same time gunshots were heard, but when they arrived, there was no sign of a fight or crime scene. A short time later, another call came in reporting that a woman had been found on the ground. Responding officers discovered De Silva with a gunshot wound to the head.

She was transported to a hospital, where she was pronounced dead.

Within a week, two suspects — Destry Jones, then 20, and Damien Hinson, then 18 — were arrested in connection with the shooting. Investigators alleged that both men were involved in the earlier altercation and fired the shots that killed De Silva. Police said neither suspect was a student at the university and that De Silva was an innocent bystander, not involved in the conflict or intended as a target.

In September 2025, both Jones and Hinson pleaded guilty to multiple charges, according to the Delaware Department of Justice.

Hinson, now 19, admitted guilt to second-degree murder, conspiracy, and a firearms offense. He was sentenced to 40 years in prison.

Jones, now 22, pleaded guilty to manslaughter, conspiracy, and two weapons charges. His sentencing is scheduled for December.

“Camay Mitchell De Silva was, by all accounts, a bright, promising, and beloved young woman,” said Delaware Attorney General Kathy Jennings in a statement. “It is disgraceful that she was taken from those who loved her — all because two reckless individuals thought they had the right to resort to lethal violence over a petty dispute.”
