A video circulating online shows a tense immigration enforcement arrest in the Columbia Heights area of Minneapolis, where federal officers are seen attempting to take a man into custody while a woman holding a small child pleads with agents and briefly moves between the suspect and officers.

The footage was posted Tuesday afternoon by an independent journalist who identifies herself as Oliya Scootercaster. In the video, officers appear to pound on a vehicle’s windows while the person inside does not open the doors. Activist “observers” are visible nearby and can be heard using whistles, a tactic commonly heard during arrests and other actions tied to Operation Metro Surge, the reported name of the Department of Homeland Security deployment in the Twin Cities for immigration enforcement.

At one point, a woman speaking through a megaphone can be heard saying, “Let me guess, you don’t have a warrant? … You don’t think you need one?”

After the man is removed from the vehicle, a woman in the back seat with a child asks to accompany him to the Whipple Federal Building, described in the video’s context as the operation’s primary processing site. One officer appears to reject the request, telling others, “Put him in the car and give him his ID.” When the woman reaches toward the door, another officer says, “Hey, hey, move her out!”

An officer then tells her, “Ma’am, take the baby home.” The woman is seen crying, making the sign of the cross, and repeatedly asking “¿Por qué?” (“why?”) in Spanish.

After a moment, officers open the door and allow her to hug the man. The video then shows her stepping back as he runs. As he flees, she appears—still holding the child—to gesture in a way that could be interpreted as trying to block officers from pursuing him.

The man is later taken into custody after a short chase across a roadway. Afterward, the woman told WCCO-TV in Minneapolis that she was related to the two men taken into custody, though that claim was not confirmed in the clip.

The incident comes amid heightened tensions around immigration enforcement in the area. It also follows recent public debate over the case of Liam Conejo Ramos, a 5-year-old who some commentators claimed was used as “bait” to detain his father. In that case, authorities have said the child was left behind during an attempted detention and was kept safe by agents until the father could be detained.

Supporters and critics of current enforcement tactics continue to argue over what the videos show, what procedures officers are using, and how bystanders’ actions affect safety during arrests—especially when children are present.
