“Put NATO to the Test” — Trump Floats Article 5 Plan to “Force” Allies to Guard the U.S. Southern Border

President Donald Trump ignited fresh controversy after suggesting the United States could try invoking NATO’s mutual defense clause to pressure allied nations into assisting with border security.

In a post, Trump wrote:

“Maybe we should have put NATO to the test: Invoked Article 5, and forced NATO to come here and protect our Southern Border from further Invasions of Illegal Immigrants, thus freeing up large numbers of Border Patrol Agents for other tasks.”

The statement lands amid Trump’s continued push to center immigration and border enforcement in the national spotlight, as he touts aggressive enforcement figures and renewed activity tied to border wall construction. He framed the idea as a way to strengthen U.S. border operations while shifting American personnel to “other tasks.”

But legal and diplomatic analysts say the concept clashes with how Article 5 actually works. The provision—often described as NATO’s collective defense guarantee—applies to armed attacks against member nations, not immigration enforcement or domestic border policy. Historically, Article 5 has been invoked only once: after the terrorist attacks of September 11, 2001.

Even in cases where Article 5 is triggered, NATO’s response is not automatic or uniform. Member states consult collectively and decide what actions they consider necessary to restore security—actions that may include military measures, but are not dictated as a one-size-fits-all requirement.

Experts argue that attempting to apply Article 5 to migrant crossings would almost certainly be rejected as outside NATO’s purpose and legal scope. And even if a formal attempt were made, there is no treaty mechanism that would compel allies to deploy troops or resources for U.S. domestic border operations.

Trump’s post underscores his long-running hardline border messaging—while also spotlighting a legally unconventional, politically explosive attempt to repurpose an international security alliance for domestic enforcement goals.
