President Donald Trump signed a roughly $1.2 trillion government funding package on Tuesday, ending a four-day partial shutdown and restoring funding for most federal agencies through the end of September.

“This bill is a great victory for the American people,” Trump said as he signed the measure, which reached his desk after the United States House of Representatives passed it by a narrow 217–214 vote.

The package keeps the government running through Sept. 30 for 11 federal agencies, but it provides only a short-term extension for the Department of Homeland Security—setting up another high-stakes funding deadline on February 13. Lawmakers are expected to clash over how DHS money can be used for immigration enforcement, including U.S. Immigration and Customs Enforcement.

Democrats have signaled they may refuse to approve further DHS funding unless the agency adopts major accountability and operational changes after the fatal Minneapolis shootings of Alex Pretti and Renee Good.

What to know

  • Senate negotiators reached a “minibus” agreement covering multiple funding bills, sending the revised package back to the House for final passage.
  • The bill ends the partial shutdown and funds most of the government through Sept. 30, while DHS receives only a two-week stopgap that expires Feb. 13.
  • The shutdown forced some federal workers in affected agencies to remain on the job without pay, including personnel responsible for aviation security.
  • The next deadline could trigger another partial shutdown if Congress can’t reach a deal on DHS funding and related limits on immigration enforcement operations.
