Activists floating plastic bottles or flying balloons or distributing anti-North Korean propaganda leaflets has long caused tensions on the Korean Peninsula.
Six American citizens were detained on Friday by South Korean authorities for attempting to send plastic bottles filled with rice, U.S. dollar bills, and Bibles across the sea to North Korea, police said.
According to a South Korean police officer who spoke to the Associated Press on condition of anonymity, the group was caught trying to launch around 1,600 bottles into the sea from the shores of Ganghwa Island, near the border with North Korea. They had hoped ocean currents would carry the bottles to the North’s coastline.
A second police official confirmed the detentions but did not provide further details. The Americans’ identities and any charges they may face were not disclosed.
Tensions Around Anti-North Korea Activism
This is not the first time such efforts have sparked controversy. For years, activists have floated plastic bottles, balloons, and leaflets containing anti-regime messages, religious material, or humanitarian aid across the heavily fortified border. These actions have repeatedly drawn sharp criticism and retaliatory responses from Pyongyang.
Last year, North Korea responded by launching its own balloons filled with garbage into South Korea—some of which even landed near the presidential office.
While South Korea’s Constitutional Court struck down a 2020 law banning the sending of such materials across the border—citing it as an undue restriction on freedom of speech—the new administration under President Lee Myung has taken a tougher stance. Lee’s government has sought to prevent such civilian-led campaigns, arguing they could provoke North Korea and undermine diplomatic efforts.
In a similar incident earlier this month, South Korean police detained a local activist who attempted to fly balloons into the North from the same area, Ganghwa Island.
Government Efforts for Peace
President Lee has pledged to de-escalate military tensions and restart stalled talks with North Korea. One of his early moves was to halt anti-Pyongyang loudspeaker broadcasts along the border—a longstanding tactic used by previous administrations.
However, North Korea has so far rejected overtures from the South. In 2023, Pyongyang announced it was severing ties with Seoul and abandoning hopes of peaceful reunification, raising concerns about further hostility on the peninsula.
As of now, it remains unclear whether North Korea will respond to this latest incident involving the detained Americans.
